I think the attack and the siege on Talmberg has really scared the guards of Talmberg. Everytime I go to Talmberg now after finishing the main story they do see… rather…suspicious about everything
Yes, they do walk like that everywhere all the time now 
Yeah… this war has not been healthy for the guards. Now they are shooting invisible arrows att the invisible enamies…

Yep, I just reloaded a save file from before all the Talmberg events
Probably it’s the only thing we can do for now. the worst is that many quests are broken because of this (e.g. masquerade, or the quest given by the talmberg’s master huntsman, which is the only NPC which is not missing)
Talmberg now is a ghost town, though there are soldiers camped all
around it. It would be nice if those destroyed places would be rebuilt
and function normally again.
