I completed the Aquarius quest giving Pickman the water carrying job-Later found that was the right choice-How do I get the sword piece from him? I assumed it would have just appeared in the inventory, do you have to find him to get it?
Go to the blacksmith’s place in upper Rattay. You’ll find it in a storage room on a barrel or shelf, can’t remember which. The sword is pretty underwhelming.

You actually get the sword piece from Pickman in Rattay not the Blacksmiths.
Yes, ideally you can get it from Pickman during the Aquarius quest but, if you’ve already done that quest before the Queen of Sheba quest, Pickman is nowhere to be found and you have to get the piece from the blacksmith’s house in Rattay. At least, he wasn’t anywhere for me to find and I found the piece in the blacksmith’s.
There were two pieces in Rattay. One near the Rathaus and the other one, the one I’m referring to, in upper Rattay. I literally did this a few days ago and got the tip re: the Pickman piece from someone on another site.
This is incorrect. The blacksmith piece in Rattay is a different item. You need to talk to Pickman, which can be frustrating. Took me close to an hour to find him, but eventually found him as he was wandering to West gate at night.
Prepper, I found Pickman he was asleep and did not want to talk, tried to pick pocket he called guards.
Iamnid, I went to that Blacksmiths and looked everywhere could not find anything, fortunately Pickman does appear ill get it from him.

You don’t need Pickman. There are 3 sword pieces in Rattay. One on Pickman, which can be missed, one in the house of the swordsmith in lower Rattay and the other one is in the storage room of the blacksmith in upper Rattay.
To get into the housed would you not have to lock pick? I cant even find some one who sells picks. Are they all the same piece of sword the sword?
Yes all the same pieces, 6 in total. Should be rather easy to get into the house. The sword piece is laying on the left end of the shelf, so no chest to open. Lockpicks are sold by the miller Pshek and many other merchants. Even the first merchant in Talmberg castle surrounding sells lockpicks.

I played this game wrong to begin with I went too fast and missed a lot of merchants, did not even think about Pshek.
Playing on PS4 lock picking is difficult even post patch so I try to avoid it.
