I am on the side quest Take it to the rich and give it to the poor. I already stole the guild seal and wanted to give it back to the vagabond, but this one was convicted? This has been the case for several days now. I tried to wait and slept for a few days.

Fixed for me with latest patch just speak to Vagabond in the stocks and he will point you to the millers.

Hey, it can help others who were waiting for the quest fix. Update is out for several days, and I tried just now to speak with the moron again, since he is still in the pillory.
