Question about NPCs ECT

I need a little clarification about the way NPCs are supposed to function.

In Rattay, Talmberg, even Skalitz; I had no problem with talking to NPCs. Even if what they had to say was straight up repetitive, at least you could. Now I’m at the point in the game right after getting Ginger back to Neuhof, and went to Uzhitz. No one there except traders and the innkeeper wanted to talk; in fact I could only use pickpocket on them. And on that note, traders only had the trade option in their dialoge. Nothing else, this includes the Baliff. Ok, weird. So I went to Sasau. Exact same thing.

I want to know if this is how the game is supposed to be. Should townspeople not have viable dialogue. I don’t know if I hit a big bug, but honestly it broke the immersion enough to not satisfy playing much of it anymore. If it is not a bug and thats just how townspeople, guards, and everyone is in the remainder of the world; can we expect an update to this eventually?

Loaded previous saves and went to these towns, nothing. And verified integrity of game files already.
