Rattled Quest Marker Very Wrong

Hello,

After you find Jezhek in the silver mine I have found that Sir Radzig asks you to retrieve a key From Bernard and then interrogate Jezhek in the tower however the marker to Jezhek is inbetween the barn behind the Rathaus and a small shack. Ive checked most of the towers in Rattay regardless of trespassing and have yet to find him, is this an intentianal marker placement?

Umm he’s in the rathaus then…below that marker, go in the building on the opposite side of the tailor and down in the basement I believe
