Yes, they said it. I cannot find the link now, but they have stated that they cannot release the tools because Crytek wont allow it.
Also, they said that they have not even started on compleating the tools. So we are a long way from those. Until such time, the best we can hope for in modding are very superficial things and some editing of allowed parameters.
