I have this same problem, the bug prevents you from completing the quest.

Yer i have the same problem as well on ps4

I have the same problem. So far this one and the quest of the birds are the only broken quests i have found. Still, good game.

Same problem (PC)

    1. At least now i will stop visiting him each day.

Guys, guys. One thing I noticed is that The Vagabond doesn’t go to the pillory for a short time after you take the merchants stamp. It’s only after half a minute or so after you take the stamp that he “winds up” there, as you can see by watching the "Bring the stamp to The Vagabond"marker on the map. So, knowing this I took the “Gravedigger” perk from the Strength section, knocked out the trader with the stamp, took him on my shoulder and fast traveled to The Rattay Mill. Then I carried the trader as close I could to the Rattay walls and then only put him on the ground, took the stamp from his pocket and ran like hell. I bursted into Rattay and there he was - The Vagabond right in front of me, on his own two feet and his head on his shoulders (with a cloth, not wooden collar) and me with the stamp in my pocket. So I start the dialogue and what do I see? Nothing. What do I mean by nothing? I mean nothing, the Devs had nothing for this scenario, they didn’t continue the plot therefore putting the guy into pillory was the only way of hiding it. The Vagabond didn’t have any quest related dialogue option. So, since I unveiled this conspiracy do I get a bonus like a styrofoam sword or a gold painted plastic goblet? I need the goblet because I started drinking tea for the caffeine with this game coming out. In the end let me add my two cents: first thing I thought you had to go to the bailiff to buy him out of justice’s hands! My thought is that this isn’t a bug - he’s there for a reason and we have to get the fellow out. The only bug is that the Bailiff doesn’t have a dialogue option about the Vagabond. I rest my case.
