Since 1.3, graphics look terrible by comparison

even though ive made sure im running at max settings, since the last big patch, ground texture quality has went down considerably, and some particular textures seem to stuck in bilinear filtering mode, and being way way lower res than its surrounding textures. most notably on puddles. here are 2 screenshots of ground textures that look like a flat, brown, smeared mess until you get right up on them, while all the other textures are crisp and clean.

in this pic, the section circled in blue is one of the puddle textures that not only ignores all anistropic filtering, but is so low of a resolution that the damn thing looks like it belongs on a ps2 game!

ive asked in every appropriate (and non appropriate ) discord channel in frustration and have got no resposne.

is there any official documentation on the specific changes in rendering that were made since last major patch?
ive also noticed ALOT more LOD pop in and dithering usage.

I do not know if this is helpful buy somone on Steam posted a thread titled

MEDIUM texture setting is using higher anisotropic filtering than the HIGH texture setting…

(not sure if i can add the link)

Informative thread with data he obtained.

im forcing 16x in the config file, AND in nvidia control panel globally and in the specific profile for the game.
