The dialogue option isnt popping up…

im talking about the part at the end where he is with his retinue to the end of the map to end the game
Short answer: No.
Long answer: The DLC is meant to continue on from the Robber Baron Quest with Hans Capon, so unfortunately I believe the DLC cannot be accessed after a certain point in the game.
I started my hans capon DLC when he is at the end of the map, near neuhof, I just talked to him and the dialogue popped up, I think it might be a bug at your side
