When I sometimes walk towards some spots of the map border my speed drops to 1 permanently. This has happened to my horse and to my character as you can see here.
Only reloading the save game will fix this bug for me.
If you walk away for a few minutes it will be normal soon. I tried to change my clothes to change my speed factor - nothing hapened, but some minutes later it was normal again. try it.

Usually gets fixed by walking away but there was one time where myy horse still had 1 speed after 1-2 hours of playing. Tried also fast travel to towns and didn’t work but only reloading fixed it.
i once again got the bug on my horse. waiting and travelling did not fix it. As I didnt want to reload the savegame, i just bought a new horse. fixed.
