Every time I steal a horse and I finish up the mission it just pops back up after I mount and dismount my horse

yep same here i did it once and it pop back up soon after it while i dismounted my horse.
I’ve seen another post on this. Your next quest for that miller is stealing jewelry from Lady Stephanie. After you do that the horse stealing quest supposedly goes away. You do not get credit for stealing any more horses. I stole a second one and its still at the miller’s just hanging out in front of his house where i delivered him. Still haven’t stole the jewelry because my lockpicking is not high enough so i’m only quoting what i’ve read.

fixed this by: completing the quest > deselecting the tracking (little shield icon in quests) for the next job > walked back to rattay and having a sleep to save at the mill. quit the game and reloaded. tested only a few times hopping on and off my horse, but all seems good. hope this helps.
