Try to find a random encounter where bandits are fighting guards close to Talmberg.
Played the game 40 hours plus never seen a random encounter.
Look on the map for either a yellow star or ! And do them.
Also you know the trader who sits near talmbergs gate? You could give him some money by haggling to increase he’s reputation ( I don’t know if that helps the overall reputation)
Or you could also get a perk which helps reputation.
Or wait for them to fix random encounters.
