It seems several ghosts of Tamriel have made their way here. Mainy that of Psychic guards and shopkeepers. Commit a crime where no one sees you, you go to jail. steal something and shopkeepers psychically know it’s not legit. I checked to see if there were and chickens reporting the crimes at time though…
