To start the new quest go to the bailiff (center of Samopesh)…
The bailiff has trouble with his wife…and with a lost key…

The Key can be found?
I searched every tree and waterline near the creek and couldn’t find the key. I even searched the pub and the surrounding areas. I didn’t look with a fine-tooth comb, but something tells me the key is gone for good. I even searched the bailiff’s house! I bet its in that chest behind the spawn point. 
Yes, check the persons…
In my 0.4 game, the herb woman stopped being talkative and sort of wandered into the distance where I cannot find her. 
So I guess my quest is broken.
Did you already do the quest where she gives aid to the soldier camp?
The NPC’s have a day/night cycle they wont hang around waiting on you.
I haven’t experienced any bugs with her in this build, but it is possible that some quests still conflict with each other.
No, but I have done the quest with a farmer. Right after I started trying to make the potion, she started walking. I’ve been by her hut several times at different times of day (and night, too), and she’s never there. Maybe I can follow to see if she’s stuck walking into a tree somewhere. :P*
This can and will happen sometimes, AI still has allot of work to be done.
