The noise mechanic

So i’m trying to minmax an outfit for stealth.
To be able to do that i would first need to properly understand how stealth and the stats ascociated with it work in the first place.
Problem is those stats like “noise” doesn’t seem to make sens and i’d like someone to help in trying to figure out how the hell does it work.
For example in the armor shop i’m in at the moment thre is 2 diferent shape of keetle hat.
Both are brand new but the stats difer:
the first one make 77 noise but protect a tad bit better than the second one.
The second one make 75 noise
However when i look in the overall stat preview of my character i notice that the first hat (the 77 noise) will bump my overall noise to 7 while the second one which make 75 noise will bump my overall noise to 11.
Is it just a bug or am i missing something?

I think it also depends on layering but with a helmet there is no layering involved.
The only reason I could figure out is that the one that increases noise is also heavier
but for me it looks like there is something wrong

I couldn’t give you exact numbers but what I’ve found thus far is that (according to the tool tips, as well) Boots are the most ‘weighted’ item for noise. Shiny armour increases Vis/Con. I’m also fairly certain some of the elements are averaged out, just like calculating charisma.

I wear ‘Tight red hose’, Black Padded Coif, Dark Saxson(?) Gambisen , no jewelry, or other armour. I’m getting NO noise and a Vis/Con in the mid to high 20’s

Edit: I also wear ‘Leather gloves’ and sometimes a black hood.

Granted I do have perks in maintenance for padding to reduce noise of things I’ve repaired myself and my sneaking skill is level 17 at the moment. I’ll have to pay more attention the next time I do a fresh start.

Yeah i think its bugged. But also if you have the maintenance perk that reduces noise if you repaired it, that will make a difference to its noise effect
