thats why most special operations team have language specialists 
and are taught the lagauge to a decent level before deployment but the entire team must be able to look normal and leave the majority of the talking where possible to the language specialist be him a part of the unit or a hired translator from that nation like what is used in afgan.
its a combination of skill but acting normal is just as big as the language its self . when using actors to play the role of the civilians or enemy troops you dont get that same realism because the actors knows who you’re so may miss certain little give aways that you may notice if your not actually looking for give aways if that makes sense .

near enough miltary but dont come under miltary command as such. and out of them all i would say they are the most worrying as where the miltary is not allowed to get involved in domestic issues the national guard can

National guard are under the command of the state governor. They are meant to be used for state emergency’s like an out of control city or helping during a flood like they did in my state last year.
… Thats not how Jade Helm is working. They’re not going to have unit translators blend in they are going to have all the soldiers blend in and ask questions. This kind of training would only help in ENGLISH speaking countries.

generally the unit will be set a intelligence gathering task . it may be something along the lines of scouting a public library for example and draw up a plan of attack . this will invlove them in plain clothes to go in and in any way gather the information needed from entrance points to exit points . during this they may need to communicate with people around them .
so the military has asked the population to report anything they feel is suspicious . the unit should be able to do this without raising suspicion if they cant then they will keep doing it until there isnt an issue .
this skill is so fucking important in regards to special forces this is what they do inbed in civilian population , cause havoc and send intel back for a main invasion or assault force .
the opportunity to practice this with a real life unbrifed civilian population is unchallenged and as close to the real thing as they cant get irrelevant of language and culture .

Bush did exactly the same with Georgia, and that in situation when US-Georgian relationships were much tighter with quite a few Georgian soldiers in Iraq/Afghanistan.
So, that is nothing new, really.
Taking into account the economic sanctions, the current response has been a step further then it was under previous administration. I still think it should go further and just cut Russia off entirely. Let them build their own paradise with North Korea and Kazachstan as a friends and China as only relevant purchaser of oil and gas. Their economy will be bankrupt in three years and then we can talk again after they leave the occupied territories abroad.

no by this mean a proper briefing . (soldiers wont even of been given this yet ) the actors (normally also soldiers ) will be told exactly where to stand what to do and what to say etc . so it makes it all a tad scripted .
doing it in an unscripted environment with people that dont know whats going on is a real as its gonna get .

the language and culture is mission specific and is dealt mission by mission but the skill of acting normal is universal . this training is extremely useful .
