The difference is how hard it is for a thug to get his hands on an illegal gun. In my country, it is much easier for law abiding citizen than for a thug to get a gun, even with the mandatory licensing process. Ask Breivik.
Sure, a criminal with connections and reputation will always be able to get a gun. But a corner boy selling drugs in a high crime area? Very unprobable.

What does citing an uprising by largely underarmed militia have to do with issue of private firearms ownership? Are you trying to point out that they stood no chance because of not having enough guns?
The Czech resistance was spending half of the time just on getting guns from Germans.
Not really, the explicitely refused Soviet help, because they knew it would mean post war Soviet dictatorship… which in the end happened there as well as in Czechoslovakia.
