yes it is here , bailiffs would be sent to collect the money on behalf of the BBC and supported by the courts.

It is enforceable as any other debt. Just that now you are liable also for the enforcement proceedings on top of the broadcaster fee.

The BBC is owned by the government , a director general is appointed to run it . It’s funded by the tv fee , they do not advertise
Here it is not owned in any sense, it is a public corporation established by law, much as public universities or municipalities.
That’s the same as here but like any corporation/company it has shares . The shares here are owned by the government . If the government was to make them shares available to the public the BBC would then be privately owned . As they have done partially to our national postal service (Royal Mail )
No shares here. They would have to first privatize it and turn it into shareholder company through an act of law, as the current self-administration is also vested in law.
As I said, here it is more like a municipality. Municipalities also don’t have shares.
