So basically its broken and possible to fix only on PC with cheat mode… its not good a t all, same as wait more that 3 weeks for fix…
I can confirm this issue - warfare stuck at 604 points at level 19. Maybe this will be addressed in the upcoming patch. Fingers crossed. 
Patch didnt fix it for me…
Finally fixed.
use cheat mod，input this line
cheat_set_skill_level skill:weapon_dagger level:20
then warfare can be 20 。。。
