I didn´t steal a horse but i guess it would be the same like stealing other stuff or pickpocketing people. If guards see you on a stolen horse they will follow you and you have to pay or go to the jail. But you don´t have to steal a horse. Go to the inner castle of Talmberg. There are like 5 or 6 horses. Go near every horse. You can steal most of them. The one with the red/white caparison is Diwishs horse. You cannot steal that one. But there is one horse that you can just takt. It´s the one you took when you left Skalitz. It´s not “your horse” so you cannot put a better saddle on it and it would not come when you whistle but you can travel around with it.

Actually the horses respawn once you complete the Quest same goes if you use the right antidote for merhojed and confirm with melichar that everything is alright

a horse is the only thing you need to buy or you play the hunt mission, to be your own
You can’t make a stolen horse “yours”. You won’t be able to change the saddle, etc and you won’t be able to load items (when you go to the horse tab, this will be your currently owned horse).
The stolen horses will remain where you leave them, so you can start a nice collection if you like, but they are cosmetic only.
