Merchant on the Rattau square is selling one I think. At least he says so in the dialogue. When you come to the city square from the Mill direction he should be on the right side.

There is a monestary where they are building. On the scaffolding are a lot of boxes with easy locks, that all contain shovels.
Dude, in the mill where you live (Peshek’s Mill & Theresa “big titties”) theres one shovel next to the woods and carriage. (Free)

I’d highly recommend always keeping a shovel on your horse. Never know when you’ll need to dig up a grave! It’s an essential, second to your sword!
I have found another shovel by the gate to the Executioner’s house where you are supposed to dig up the first corpse (miller’s quest).
