Where is the other half?

The promise we got about this DLC was around the following:
-A center for Henry to return to
.39 hours of gameplay added

If we look at the average town then it has:
-A Butcher
-A Bathhouse,
-An Inn,
-A Forge
-A Bailifshouse with scribe.
Now let´s look at what a center has, a town like Rattay.
-A butcher
-A baker
-A forge
-An inn
-A swordsmith
-A armorsmith
-A tanner
-A tailor
-A cobbler
-A bathhouse
-An alchemist
Now let´s look at we got
A butcher? We got half a butcher
A bathouse? Nope
An inn? Yes
A forge? Yes
A bailifshouse? Yes
This means we have only 3.5 of the 5 points to get what an average village has.
The center options:
A baker? Half
A swordsmith? Half
A armorsmith? Half
A tanner? No
A tailer? No
A cobbler? No
AN Alchemist? No
We have 1,5 of the 7 points to become a center. Add this to the things an average town has. Then we have 5 of 12 points. To calculate a grade at school we usually do. (Points/all points) X 9 + 1. Then we get 5/12X 9 + 1 = 4.75 This means we get less as a 6, meaning this DLC is not satisfactory.
What we have is good, but we miss the other half to make it a proper town. if this DLC is, will be, finished then it will be great. So far it is only half a DLC.

AND a GOOD road from the bridge to the nearest road out.
Not one that runs out to a deer trail.
