Saw this in the 1.6 patch notes…
Beacause the hangman is seen as the bad guy who kills people, altough the might deserve it. He has a very bad reputation himself an killing him is not like killing a liked citizen, it´s like killing the grim reaper… kind of 
So the peaople don´t really care about him and if he´s dead or alive. He even tells you this if you visit him ingame.

Slighty depressing as I am find him quite a cool dude. I have a feeling the reason it dosen’t hurt your rep is because of his job. Which isn’t very much loved, and if you were to kill him I bet it would take a while for someone to discover him dead or missing.
When from the ashes comes out I wonder if we get a executioner or is Hermann for the whole region?
He’s cool just bad profession.
I don´t know. Cannot ask him anymore. He is “missing” since my first day in Rattay 
Executioner acullay had a lot of respect from people back then. They just didn’t want to be around or near them.

But I mean regardless of how unliked he is he is still a member of their society
killing should still be bad… if not simply for the fa ct that killing is a sin or whtever

He maybe not be “liked” but that is due to his obscure job. It should still hurt your rep a bit IMO
