examples around 4:50 5:30 and 5:50 in this video people just walk right through the fight or nearby as if it were completely normal

The world in Kingdom Come Deliverance is designed to be lively place where the player will interract with its inhabitants and they will react to what the player does. Idea of this was mentioned several times in many different videos.
You can rest assured. Even though it is not known to what extent the people will react to you killing people amdist streets of their town or village they will not surely be standing around waiting to be slaughtered.
As to your example video. The game is in technical (or technological) alpha version. This means that this alpha version contains only bits of finished gameplay where new features are tested by players.
And therfore you can’t make any conclusions based on what is or isn’t in this version.
@fang3412, the game is not finished yet, @ProkyBrambora is right. At the moment there is no AI routine about crimes and fights on the street. Thats why it is not possible for now to kill innocent civilians. A first test of new AI routines should be there with new 0.5 alpha update.
I think most people know it’s an alpha, but this shouldn’t cause people to feel uneasy about providing feedback. Obviously if something is in error, it should be fixed now while it can.
They may be aware that people are casually walking through a fight, but I think this type of stuff should be pointed out immediately. It’s bad AI and should be remedied.
