But did Czech intelligence answer directly to Moscow? I know you were a puppet state, but i would still consider him working for Czech intelligence as different then being a direct agent of Putin. Also, what about all those who were in military service during communism? Are they suspected as Russian sleepers?
While not officially subordinated, in practice the leadership of Czech secret service did answer to Moscow.
In practice, when Czech secret service succeeded to implant / hire agent abroad in a very important position - initially independently, KGB first started overlooking the operation and if wanted to, they took the operation under their own wings.
That was for example the case of Karel Köcher, Czech CIA mole.
Those that were conscripted for the 3 years (later 2 years) general service no - that was basically everybody.
Those that were professional officers, especially higher ranking ones, yes, and they are barred from all government (and military) positions (bar those for which they may be elected).

We hanged and shot dead those that served in similar role during German occupation. Not doing the same with the communist figures was the price we paid for avoiding the Romanian and Yugoslavian scenario.
